Political Career
Singh contested in the 1991 parliamentary election for the Kathmandu-4 district. Despite receiving 36.13% of the constituency's votes, Sahana Pradhan of the Communist Party of Nepal (United Marxist-Leninist) (CPN(UML)) defeated Singh.
He competed for the Kathmandu-3 seat in the 1994 legislative elections. Despite receiving 33.77% of the vote in the district, Manmohan Adhikari of the CPN(UML) beat Singh.
Singh served in Sher Bahadur Deuba's 1996-formed government as the minister of population and the environment. Later on, under Krishna Prasad Bhattarai's administration, he was appointed Minister of Supplies.
Singh supported the split-off Nepali Congress during the Nepali Congress's internal conflict (Democratic). Singh was appointed NC's vice president (D). [8] In Sher Bahadur Deuba's ministry, Singh also rose to the position of Minister for Physical Planning and Construction.
When King Gyanendra overthrew his predecessor in February 2005, Singh was fired from his job as minister. For two weeks in February 2005, Singh was detained. Following his refusal to show up for a hearing of the Royal Commission for Corruption Control, Singh was detained once more on April 21, 2005. The RCCC charged Singh and Sher Bahadur Deuba of being complicit in a case of corruption involving the Melamchi Drinking Water Project. Singh had declined to testify before the RCCC because he believed the organization to be unlawful. Singh and Deuba received a two-year prison term and a 90 million rupee fine in July 2005. On February 13, 2006, Singh was allowed to leave prison when the Supreme Court of Nepal decided to dissolve the RCCC.
After King Gyanendra's direct control was overthrown, Singh was chosen to serve in the new temporary assembly.
Singh was appointed vice president of the Nepali Congress following the merger of NC and NC(D).
He was the first contender to be proclaimed victorious in the 2008 election for the Kathmandu-1 seat in the Constituent Assembly. Singh was elected with 14318 votes.
Singh defeated opponent candidate Bimalendra Nidhi from the Deuba Camp to win the position of General Secretary of the Party in the 12th General Convention of the Party on September 22, 2010.
At the 14th general meeting of the Nepali Congress, Singh, the son of Ganesh Man Singh, declared his candidacy for party president. He was able to pick up about 7% of the vote, clearing the path for the second round of voting because Deuba, who received 48% of the vote, fell short of the 50% threshold even after teaming up with the leader Krishna Prasad Sitaula. Later, Deuba sought help from Nidhi and Singh, and Singh responded that he was prepared to do so. Deuba and Singh finally connected with one another through this.
