First of all, we understand what is security printing press?

From the Security printing press, we can prepare E Password, Check, Id Card, Visa, Banknote, and printing base so many works. Such printing press also prints money as well. Mainly this printing press machine was proposed for passport print. Like such proposal or else things, approval and appropriate decision from public account committee is mandatory. A public account committee is a committee of a house of representatives, where a minimal 15 members from the house of representatives belongs and are regarded as a non-political committee. The public account committee made for evaluation and strict supervision of financial investment done by a member of the house of Representatives. Meanwhile, Country all financial transaction is checked through this committee.

This committee was established in 2016 BS. In 2048 BS alike in the UK, this was granted to opposition parties. In this committee,  for one opposition parties member is compulsory to place as a speaker according to law. The main ambition to form such a committee is to make financial transparency. But since 2066 BS this committee was politically assaulted. And result as scams like 70 crores scam, wide-body scam, Baluwatar Land Scam. This committee change parallelly on changing government. but nowadays political involvement has exploited the working activities of this institution and become untrustworthy among the public.

Gokul Baskot proposed a printing press machine buying tender bid at a price of 23 Arabs. From this machine, around 50 Lakhs of e-passport can be generated and distributed within 2 years. For that machine and installation cost was proposed in a tender. In this tender local agent, Bijya Prakash Mishra played as a middleman( agent)  between a swiss company and Gokul Baskota. Where Bijya Prakash Mishra is the man, who found to bargain for commission in the printing press with Gokul Baskota. In this scam, Bijya Prakash Mishra is offering a commission to Gokul Baskota. Where Bijya Prakash Mishra is regarded as an expert in IT and communication. But to the public account committee, he said by complaining security printing press is unnecessary and the cost is comparatively high. after the publication of such news, authorities were aware that that machine only have a cost of 11 Arab. For the commission and benefit of the yeti group, such a plan was cultivated. where yeti group has close relation with KP Oli and gets favorable advantages and aid from their governance.

From Hamrokura.com online news portal that audio call was spread and become sensational news. But  Naya Patrika journalist Puspa Dhungana convey that, we had already got that audiotape, but in this audiotape, some portion of the conversation was trimmed. Gokul Baskota was a trustful character of KP oil and used to reside with KP Oli in Balkot. In various party gatherings and programs, KP Oli used to appreciate Gokul Baskota.

In the leak audio call recording, Bijya Prakash Mishra is saying to Gokul Baskota that, In your office, a swiss delegate is coming and scheduled 12 o clock for a meeting, where chances of signing MOU (memorandum of understanding) as well.
